Opportunity Information: Apply for AFKHT FY20 001
The U.S. Department of State, through the Public Affairs Office at the U.S. Embassy in Khartoum, is funding one project to build and manage an online interactive platform that complements the FY 2020 Sudanese Folktale Project. This larger initiative supports English language learning in Sudan using a series of short radio plays, but this particular grant opportunity focuses only on the digital side: creating the online experience that listeners will use after hearing each episode on the radio. The goal is to keep learners engaged beyond the broadcast by giving them structured practice, quick feedback, and a way to track learning progress over time, while also giving the Embassy real-time, aggregated results for formative assessment.
The online platform is meant to pair with 21 radio plays (each about 5 to 12 minutes) that are based on Sudanese folktales translated into English and produced separately under another award. The awardee for this opportunity will receive the finished audio files and related written materials and will be responsible for organizing and naming files in a production-compatible way. The core learner journey is mobile-first: a listener creates or logs into an account on their phone, selects the folktale they listened to, takes a short comprehension quiz where questions appear one at a time, submits answers by tapping through the sequence, and then receives a score (for example, 8 out of 15). The system must save results each time the learner takes a quiz so improvement can be measured across multiple attempts (for example, later showing 11 out of 15 while retaining the earlier score in the dataset). A major requirement is that the platform support data capture and reporting so the Public Affairs Section can view results in aggregate, not just at the individual level.
Content creation for the questions themselves is not the developer's job; the Embassy Public Affairs Section will supply the instructional text. For each of the 21 folktales, the platform will host a 15-question comprehension quiz (315 items total), along with a non-interactive vocabulary list for that episode. The quizzes are expected to use standard, widely used interaction types that work well on phones and are easy to produce reliably. The opportunity specifically mentions formats such as multiple-choice (with text or audio prompts and text or audio answer options), dropdown selection items, click-to-match items, short typed responses (kept brief to avoid mobile typing burdens), and sentence ordering (ideally via drag-and-drop if feasible on mobile, otherwise via numbering). The developer may also need to handle additional audio assets used inside quiz questions, estimated at about five per folktale (roughly 105 short audio clips), with details coordinated with the Embassy.
Timing is an important operational piece. Development and planning are expected to start within one week of receiving the radio audio files, and the online activities should ideally be ready when the radio scripts are ready to broadcast. That means the awardee should anticipate frequent coordination with the partner radio station and the Embassy Public Affairs Section to lock in a workable production calendar and ensure the digital rollout aligns with broadcasts. The overall performance period is expected to be six months or less.
Funding is offered as a fixed amount award, with an award ceiling of $5,000 and an expectation of one award. The notice also states that the award is subject to the availability of funds. The opportunity is listed under Funding Opportunity Number AFKHT FY20 001 (CFDA 19.040) and is administered by the Department of State, U.S. Mission to Sudan.
Applications were required to be submitted by email (not through an online portal submission) to HughesKE@state.gov, with a deadline of July 17, 2020. The application package relies on standard federal forms (SF-424, SF-424A, SF-424B) available via grants.gov, plus a structured proposal and attachments. The proposal itself is capped at 30 pages and must clearly explain what the applicant will do, how it will work, who will do the work, the timeline, and how progress and results will be monitored and evaluated. Required narrative sections include an organizational background (including any prior U.S. government funding), a problem statement, measurable goals and objectives, activities and methods/design (with a logic model if appropriate), staffing plan, partners/sub-awardees, an evaluation plan, and a sustainability plan for what happens after the grant ends. A detailed budget justification is also required to explain line items in plain language. Formatting rules are strict: English language, U.S. dollars, numbered pages, 8.5 x 11 layout, single-spaced Word documents in 12-point Times New Roman with at least one-inch margins.
Eligibility is tied to standard U.S. government assistance compliance requirements. Organizations (and not individuals) must have a Unique Entity Identifier (the notice references DUNS), an NCAGE/CAGE code, and an active SAM.gov registration (renewed annually). Applicants must also ensure neither they nor any participating entity is listed as excluded or debarred in SAM (formerly referenced as the Excluded Parties List System). Only one proposal per organization is permitted; submitting more than one makes all submissions from that organization ineligible. Attachments include short CVs for key personnel, letters of support from partners describing their roles, and a NICRA document if indirect costs are included. Payment is made via electronic funds transfer under the fixed amount award structure.Apply for AFKHT FY20 001
