Opportunity Information: Apply for PAS EGY FY21 03
The U.S. Embassy Cairo Public Affairs Section (PAS), part of the U.S. Department of State, is offering a competitive grant/cooperative agreement to support a series of English as a Second Language (ESL) programs that also teach participants about U.S. culture and society. The programming will be delivered through the American Center Cairo (ACC), the Embassy's main public outreach hub in Cairo, and it is designed specifically for Egyptian, college-aged youth who want to improve their English while gaining a clearer, more nuanced understanding of the United States. One award is expected, and funding is contingent on the availability of appropriated funds.
At its core, the opportunity is meant to combine practical English instruction with structured cultural engagement that strengthens people-to-people ties between the United States and Egypt. The selected implementer will run a consistent, regularly occurring set of activities over a period of roughly six months to one year, using ESL/EFL teaching methods as the vehicle for exploring U.S. history, society, values, and policy perspectives. A key requirement is that proposals must include an explicit American cultural element and/or a connection to American experts, organizations, or institutions in a defined field, so the English instruction is not standalone language teaching but instead anchored in credible U.S.-focused content and exchange.
The program model emphasizes interactive learning rather than lecture-style instruction. Typical sessions are expected to last one to two hours and should focus on engagement and participation, with options such as guided discussions, film screenings paired with facilitated conversation, games and role-play, interactive vocabulary and listening exercises, and other hands-on activities. The Embassy highlights sample themes that applicants can build around, including American science, technology and innovation, entrepreneurship, freedom of speech, diversity and inclusion, U.S. democracy and human rights, environmental and health topics, American holidays, and media literacy. Applicants are expected to design programming that builds language skills while also helping participants develop cross-cultural communication skills that are valuable for employment, academic opportunities, and interaction with English speakers, including potential study or travel in the United States.
Strong measurement and evaluation is not optional in this opportunity. Proposals are expected to include a comprehensive assessment plan to track learning and program impact, meaning applicants should describe how they will gauge English skill development and changes in participants understanding of U.S. society and culture over time. Because of COVID-19 uncertainties, programs must also be planned with flexibility in mind, including virtual and in-person alternatives or hybrid components in case the ACC closes to visitors or needs to limit access. The ACC can support this approach through on-site and virtual infrastructure, including a Zoom account coordinated through ACC staff, a Smartboard, projector, speakers and microphone, video conferencing capabilities for remote guest speakers, high-speed internet, and access to an instructor computer and participant laptops when needed.
Applicants are encouraged to base their lesson themes and materials on authoritative, legally usable resources, especially those already available through U.S. government-supported platforms and the American Center network. The opportunity specifically points to sources like the State Department's American English website, Voice of America's Learning English content, Programming in American Spaces resources, and films or documentaries available through approved databases and licensing arrangements (such as Kanopy and the Motion Picture Licensing Corporation agreement). Applicants are expected to be careful about copyright and licensing restrictions and should budget realistically for staff time, materials, and supplies needed to deliver high-quality programming.
Eligibility is broad. PAS Cairo invites applications from individuals, educational institutions (public or private), and nonprofit organizations, including nonprofits with or without U.S. 501(c)(3) status, as well as other eligible entities as described in the notice. The funding opportunity is listed under CFDA 19.441, with an award ceiling of $18,600 and an anticipated single award.
